Drive vs illegal billboards starts Thurs

MANILA, Philippines—After three billboards fell along EDSA Monday afternoon, the Department of Public Works and Highways (DPWH) said it will start dismantling billboards found in violation of various outdoor advertising laws, an official said.

Emmanuel Cantupay, executive director of the DPWH National Building Code Development Office, said the Operation Baklas Billboard will start on Thursday to prevent future accidents due to unlawful billboards.

At the same time, Cantupay also urged the local government units (LGUs) to stop issuing permits to “fly by night” outdoor advertisers who are not members of the Association of Outdoor Advertisers of the Philippine (AOAP).

Three billboards on the south- and northbound lanes of EDSA fell when a small cyclone swept through the highway during a downpour Monday afternoon, injuring five people and snarling traffic.

The billboards were found to be “too big,” exceeding the allowable size of 40 feet by 60 feet.

Cantupay expressed difficulty in implementing the drive to bring down illegal billboards, citing a temporary restraining order issued by the court against billboard dismantling.
